I thought one of the features pango provided was text rendering features?
I know that when pango is enabled in FLTK, text display is handled much better for complex utf8/unicode.
But again I don't know much about FLTK's internals for this.. I just try to keep tabs on utf8 STR/issue resolutions, as I have some utf8 aware commercial apps. For instance I had to use libiconv to display wide character Unicode output from 3rd party apps (Adobe After Effects) in my FLTK application's "terminal window" to view error logs.
