Click inside the fullscreen window, then click on the panel. The OS X menu bar will appear along with (if it was previously showing) the Dock.

There is no comparable behavior in Windows and X11 -- both continue in fullscreen mode without showing elements from the desktop.

Following a long and detailed discussion visible at
   https://github.com/fltk/fltk/pull/277
about how fullscreen windows should behave, it appears that leaving them
above the dock also when they loose focus has a very bad side effect
to prevent using Cmd+Tab to change the front application.

I have therefore undone the change done in 2015, and a fullscreen
window, together with a non-modal or modal window above it, will appear
below the dock, not to loose the effect of Cmd+Tab.
