Yes, the menus can't be translated yet, but these are exactly the issues that I want to resolve.

yes, I know that Fluid has issues with i18n, and I would love to fix them for you ASAP. But I would need your input. Are you using 'gettext()' regularly? What's your build environment? What features are missing, how can we fix that, what setting will we need?
And most of all, how can we integrate i18n into one of the FLTK test apps without breaking our build system. Easy for Linux, but how about Windows and macOS?
