I tested specifically these two colors with the new algorithm and my test program got FL_WHITE as the contrast color (and FL_BLACK with the "legacy" mode as you wrote).
I'm posting two screenshots from my test program which will be included in the FLTK repository together with the update:

The special test value can be seen in field '255' but you can visually compare the other fields as well. Although the algorithm is final there are some fine tuning options which are still work in progress but the images should show the major differences. Hint: load both screenshots in browser tabs and then switch tabs...
