Thanks for the advice, I'll try to adopt my build process. I was just happy to have found a way that worked for me, so I stopped further investigations. :-)

I'd like to express an alternative, simple way to obtain universal application bundles with configure/make : ./configure ARCHFLAGS="-arch x86_64 -arch arm64 -Xarch_x86_64 -mmacosx-version-min=10.13" make will build FLTK and all test apps as universal apps.
