As I am reading myself into XDG a bit more, $XDG_CONFIG_HOME can be set to any shell-readable path, including ~ and recursive $ environment variables, and even multiple paths separated by :'s. Not sure if there is an API to interpret those things, or if it needs to be written from scratch?!
