My thinking is that tweaking things unrelated to a fix, like changing whitespace for unrelated code, makes the commit imbalanced. It's also a chore and easy to forget.
For legal purposes I don't see a reason to update copyright notices; even an old copyright notice is still relevant legally.
If we want to care about it, we should probably just run a script every Jan 1st that automatically updates all the code and everyone has to remember to do a pull to get the mods. Should be an easy sed -i script; I run such things in my own commercial release's Makefile to update all copyrights that show up in within the software.
