So I looked - I have a couple of mingw32 versions on this
machine, one has the mingw32 files versioned as 5.0.2, the
newer one has 5.3.0.
Both do define the necessary enum, but both have the
conditional guard around the definition.
I installed current MinGW today and my header files are version
5.4.2 and include the guard '#if (_WIN32_IE >= 0x0500)' and the
build works well out of the box.
This is only an observation on my new installation, it doesn't mean
that we should not "fix" it though...
