The libdecor package is not yet in Linux distros. It's in Debian sid which is the testing version,

and it only has the cairo plugin there. The GTK plugin was a PR to libdecor till a few weeks ago.

For now, FLTK uses its built-in version of libdecor to draw GTK-styled titlebars. And this requires

libgtk-3-dev.

But FLTK is ready for the moment when libdecor plugins will become part of Linux distros

and will load libdecor plugins as soon as they'll appear.
