It does look like they made the font too big, but this is much better than making the titlebar too thick which is what I thought was going on. May need to live with this for now. FLTK could draw the entire titlebar itself, though, especially if there does not appear to be any attempt to make this plugin replaceable so the appearance is customized to match the desktop.

It's hardcoded into libdecor's cairo plugin which is conceived as a plugin which could be one of several libdecor plugins providing
window title service. There's no API to change this fontsize.
