FWIW, I can't recall ever seeing the HAVE_GL_OVERLAY set - in my Windows builds it is always set (by configure or cmake) to HAVE_OVERLAY, and HAVE_OVERLAY in turn is always 0 on any WIN32 builds I have ever looked at...
So unless there are folks who are *manually* setting HAVE_GL_OVERLAY in their config.h (which is possible but seems unlikely) then I can't imagine anyone has used this...
