This is that file: /usr/share/firmlinks
It mentions /opt, /Applications (and /Users) which explains the intertwinning mentionned above. But /net is not in it. So it's not possible to put extra files in /net, even as root.
I don't know if /etc/synthetic.conf is a way to bypass these constraints, but I fear it's become much harder with macOS 11.
