Just wanted to comment on this issue.
I looked at the linked video
I have the same issue, if I compile my fltk-program on macOS 10.13, with fltk-1.4 static linked, and start it on 10.15 Catalina - I have the same graphic errors as seen on your video. compiling against fltk-1.3.5 on 10.13 and then running it on 10.15 works fine.
I know there have been some changes on how it works on 10.15 - made in preparation for 11 Big Sur - so I think it tries to run some rendering path meant for 10.15 but it isn't build properly on 10.13...

Never mind. I upgraded to Big Sur, reproduced the issue, and was able
to fix it by recompiling latest fltk and latest xcode.
