OK, one more hint for now: I just ran C:\msys64\mingw64.exe which opens a terminal window. In that window I changed directory to the build directory which was generated using the "MinGW Makefiles" generator. In this directory I ran:

mingw32-make -j3

which built FLTK w/o errors. HTH.

I also tried to run this in a DOS window but this didn't work. I can't help you further with running the build from a DOS window.
