Reopening and reverting the fix in commit
958d912ffcdb41e977fa4e95819bd4cee836b697 which was applied in FLTK 1.3.4
and 1.3.5.

This fix was incorrect and caused issues with users setting an X Input
Method (see STR #3502 for discussion).
