Coming back to the original issue:

it's useful for applications/subclasses to access Fl_Help_View's scrollbars to, for instance, hide() them

While we're at it we could additionally create methods to switch scrollbars on (show()) and off (hide()) to have an official way to do this with all proper consequences and not the "hack" to hide() them from user code. This doesn't mean that we should not also expose them by accessor methods.
